Malaysia has unveiled an ambitious new energy efficiency roadmap designed to transform how the nation manages power consumption over the next decade. The National Energy Efficiency Policy and Action Plan 2026–2035 (NEEAP 2.0), officially launched by Economy Minister Akmal Nasrullah Mohd Nasir, establishes measurable targets for reducing energy demand and generating substantial economic savings as the country pursues its broader climate and industrial competitiveness objectives.
The initiative sets concrete financial and environmental benchmarks. Over its ten-year implementation period, NEEAP 2.0 is projected to deliver RM85.24 billion in utility cost reductions across the economy while simultaneously cutting national energy demand by 11.6 per cent. These gains will be achieved through cumulative energy savings of 815,383 terajoules, translating into avoided greenhouse gas emissions of 26,108 kilotonnes of carbon dioxide equivalent. For a resource-dependent nation like Malaysia, these figures represent significant progress toward aligning industrial growth with environmental stewardship and fiscal responsibility.
The new policy framework is anchored in the Energy Efficiency and Conservation Act 2024, marking a structural shift in how Malaysia institutionalises conservation practices across its economy. NEEAP 1.0, which operated over the preceding decade, surpassed its own targets by delivering 60,886 gigawatt-hours of electricity savings against an initial goal of 52,233 gigawatt-hours. That 16.6 per cent overshoot generated approximately RM16.1 billion in direct savings and eliminated 35.6 million tonnes of greenhouse gas emissions. The fourth pillar actively mobilises private sector participation, understanding that businesses often possess superior operational knowledge and financial incentives to identify and implement cost-saving measures.
Implementation will concentrate on three principal economic domains. The industrial sector, which consumes a substantial portion of Malaysia's electricity generation, will pursue improvements through energy-efficient facility upgrades, mandatory energy audits, and stricter efficiency standards for new equipment. The building sector—encompassing commercial offices, retail establishments, and service facilities—will similarly adopt comprehensive efficiency measures, with regulation playing a role in ensuring new construction and retrofitting meet modern standards. The residential sector, home to millions of Malaysian households, will benefit from appliance standards and conservation awareness campaigns designed to shift consumption patterns and reduce peak demand pressures on the national grid.
This multisectoral approach addresses a fundamental challenge facing Malaysia's energy infrastructure. As economic activity expands and living standards improve, electricity demand naturally rises, placing mounting pressure on generation capacity and transmission networks. By simultaneously pursuing efficiency across industrial, commercial, and domestic consumption, NEEAP 2.0 provides a counterbalance, reducing the growth trajectory of national energy demand without requiring proportional increases in costly new generation infrastructure.
