Malaysia's consideration of a national petroleum reserve represents a pragmatic response to an increasingly volatile global energy landscape, according to energy sector analysts who view geopolitical turbulence as a structural rather than temporary phenomenon. Prime Minister Datuk Seri Anwar Ibrahim has announced that the government will examine the viability of creating such strategic reserves to buffer the country against supply disruptions and unpredictable international crises. This initiative comes at a moment when multiple chokepoints in global shipping networks face mounting pressure, compelling policymakers across Southeast Asia to rethink their approach to energy management.

The Strait of Hormuz remains the epicentre of this vulnerability. Approximately one-fifth of the world's crude oil—around 20 million barrels daily—transits through these waters, making it fundamental to global petroleum supply chains. However, what distinguishes the current environment from past energy shocks is the frequency and relentless nature of disruptions. Rather than isolated incidents that resolve and fade, the strait has become a recurring source of market friction, with threats, shipping delays, escalating insurance premiums and constrained tanker capacity creating a persistent risk surcharge across energy markets globally.

Stephen Innes, managing partner at SPI Asset Management, characterizes the transformation bluntly: the Strait of Hormuz should no longer be treated as a one-off crisis but as an enduring structural challenge. He points out that resolution of these pressures will require years of infrastructure development, including expanded pipeline networks, alternative export corridors and bypass routes around the contested region. Yemen-based Houthi forces, reportedly aligned with Iran, have prepared attacks on vessels entering the southern Red Sea and have claimed responsibility for strikes against Saudi oil tankers following renewed American military operations against Iranian targets. This dual-front exposure—with simultaneous risks across both the Persian Gulf and the Red Sea—presents a scenario that could simultaneously disrupt multiple supply channels feeding Asian markets. Such a confluence of disruptions could drive oil prices substantially higher while increasing shipping costs and creating extended supply delays that ripple through Southeast Asian economies.

For Malaysia specifically, the exposure is particularly acute. The country produces approximately 570,000 barrels of crude oil daily, yet remains structurally dependent on imported refined fuels. More significantly, crude oil sourcing patterns show heavy concentration in Strait of Hormuz-linked suppliers, with 69.2 per cent of Malaysian crude imports originating from that region in 2025. This dependency creates a bottleneck: while domestic production contributes to national output, the inability to satisfy domestic refining demand from local sources creates vulnerability to any disruption in the Hormuz corridor.

Tariro Chiweza, an oil and gas analyst at BMI, emphasises that Malaysia's petroleum reserve initiative must be understood within this context of structural vulnerability. Commercial petroleum inventories, designed primarily to maintain operational continuity in normal circumstances, prove insufficient as insurance against prolonged external supply shocks. A strategic national reserve would serve a fundamentally different purpose—acting as emergency backstop capacity that authorities could deploy during extended disruptions to maintain critical functions and prevent economic dislocation.

Innes advocates for treating a national petroleum reserve as a specialised form of insurance rather than a comprehensive solution to energy insecurity. He stresses that such reserves cannot address every supply problem but do provide governments crucial time during acute crises to activate alternative measures and coordinate responses. However, he emphasises that reserves must operate as one component within a multifaceted strategy encompassing supplier diversification, expanded storage infrastructure, and transparent protocols determining when reserves are mobilised and subsequently replenished. Without these supporting measures, a reserve becomes merely a temporary salve rather than a sustainable resilience mechanism.

The analyst community recommends that Southeast Asian governments, including Malaysia, pursue an integrated energy security agenda. Immediate priorities should encompass comprehensive reviews of existing strategic fuel stocks, deliberate diversification of crude oil and liquefied natural gas suppliers to reduce concentration risk, and strengthened coordination within ASEAN on inventory levels, shipping disruption protocols and emergency supply arrangements. Simultaneously, governments should reconsider broad fuel subsidies, shifting toward targeted assistance for vulnerable populations and essential industries that would prove more economically sustainable if elevated oil prices persist.

Innes draws a critical distinction between energy security and energy resilience—concepts often conflated in policy discussions. Energy security focuses narrowly on guaranteeing access to adequate supplies, whereas energy resilience encompasses the capacity for energy systems to continue functioning when conventional supply sources or transport pathways become compromised. Achieving genuine resilience requires backup inventories, geographically dispersed suppliers, alternative shipping routes, reinforced electricity infrastructure and fuel-switching capacity available before crises materialise. A national petroleum reserve addresses only one element of this broader framework.

Malaysia's energy transition initiatives offer complementary pathways to strengthen long-term resilience beyond petroleum reserves alone. Chiweza notes that dry gas production is forecast to reach 82.3 billion cubic metres in 2026, expanding the domestic fuel base. Existing renewable programmes including Solar@PETRA, the Corporate Renewable Energy Supply Scheme for commercial enterprises, biodiesel mandates and electric public transport development all contribute to diversifying Malaysia's energy portfolio and reducing dependence on volatile global petroleum markets. Battery storage systems, regional electricity interconnections and nuclear power expansion represent additional avenues for reducing vulnerability to supply shocks in conventional fossil fuel markets.

Innes calls for Malaysia to pursue supplier diversification actively, develop alternative shipping routes where commercially feasible, encourage domestically viable gas production and strengthen regional power grid connectivity. Accelerating renewable energy deployment supported by battery storage and dependable backup generation capacity offers long-term protection against geopolitical disruptions affecting fossil fuel supplies. Current petroleum prices, with Brent crude reaching US$96.86 per barrel and West Texas Intermediate at US$88.76, reflect the persistent risk premiums that geopolitical tensions inject into global markets, underscoring the urgency of reducing structural energy vulnerabilities.

By combining strategic reserves with supplier diversification, infrastructure investment and transition toward renewable energy, Malaysia can construct a resilience framework that protects economic stability while advancing long-term sustainability objectives.
